National Transport Plan 2002-2011 (NTP) points to the need for a comprehensive treatment of the entire driver training and augmenting the training for all categories.

Studies have shown that young, inexperienced drivers are particularly prone to accidents. The accident risk decreases quickly during the first months after the acquisition of a driving licence.

Ideally drivers should acquire the necessary experience during driver training. Directing effort to better driver training is an important contribution to promoting the zero-vision.
